Benefits is highly user configurable through system parameters making it both flexible and versatile to meet the requirements of the very diverse composition of local authority customers. The design is based on the system being both efficient and easy to use; the user interface is very flexible with clear and easy to use icons based around ‘drag and drop’ functions to provide individual desktop style and layouts. Navigation within the system is unrestricted enabling even newly experienced users to negotiate processes very selectively and quickly.

  • Fraud
    Provides a comprehensive tool for case management, risk analysis and workload prioritisation. This includes links to SAFE, Verification Framework, HBMS records and assists with monitoring performance and effectiveness against the Performance Framework.
  • Mobile Working
    Provides a facility for visiting and fraud officers to work effectively in real-time through applications designed to run on tablet PC for interventions and fraud referrals. Details of visits and findings can be captured and passed back to the core system.
  • Verification Framework/Housing Benefit Matching Service (HBMS)
    Supports modular approach to verification and updated to provide revisions to both the reviews and visits modules (including visit scheduling). An automatic upload of high risk reviews and data matches along with an auto e-result sheet make this a very advanced feature.
  • SAFE
    A fully automated calculation and record management of weekly incorrect benefits (WIB) including full adjustment calculations
  • Rent Officer (Local Housing Allowance)
    A fully automated electronic interface service (EIS) with The Rent Service (VICTER) for the sending and receiving of referral details.
  • Overpayments/Debt Management/Blameless Tenant Recovery
    A powerful recovery tool developed around business logic to maximise recovery of overpaid housing benefit and ensure high visibility around this important performance measure.
  • Payments
    A flexible function that supports payments of housing benefits, Discretionary Housing Payments, Education Benefits and Revenues related refunds by any common payment method.

This extends to a highly effective management summary that identifies individual or team progress and training requirements.
  • Trial Calculation An optional feature that enables fast and accurate trial calculations of all major social security benefits.
  • 'What If' Calculations This integrated feature enables existing benefit claims to be customised to reflect provisional assessments based on 'what if' criteria.
  • eClaim and 'holding area' The Form Designed around the HCTB1 is an interactive eclaim form that can be deployed on the local authority website for self service claim completion.. The captured data is auto-populated in the 'Holding area' ready for user assessment and avoid the need for re-keying. The 'holding area' also supports claims made by Assert, Govtech IDCS, CACI and BECS Claims.
  • QA An enhanced module to facilitate quality assurance checks and identify potential training requirements for both users and subject areas.
  • ETD An optional facility to automate the delivery and loading of data from DWP and TPS replacing existing paper-based procedures.
