e-Citizen Self Service Module
eCitizen provides citizens with the opportunity of self-registering on the Council's website and subscribing to Council Services.
Secure subscription uses a unique identifier and PIN, which can be created by the citizen or be provided by the Council in, for example, the form of a CRM ID, account number or GIS reference.
Subscription to services allows citizens to access both personal account information and general information, while giving the Council the opportunity be pro-active in providing relevant information back. For example, a citizen may subscribe to view their council tax account balance, or be informed by email of a planning application within 50 meters of their house.
In conjunction with the registration process for the Government Gateway, there are three steps to securely accessing services:
To register, a citizen provides a name and one form of contact, for example, an email address. A username and password is then be chosen by the citizen.
To enroll for interactive services further authentication is required. If a citizen wishes to look at more sensitive information or transact with the Council, the citizen's identity in the core applications must be confirmed. The citizen is therefore asked for key information about the account, which if confirmed results in a PIN being sent.
To initially activate the required service, the citizen logs on using the username and password, then uses the PIN number along with the account number and reference number to confirm the service required. This need only be done once to activate the service, thereafter the subscribed service will be automatically available using the username and password.
